Erie Housing Authority Executive Director John E. Horan recently received the 2011 annual Charles and Katherine Scalise Community Service Award.


This award honors the exceptional leadership of an individual or a group in the Erie Community who exemplifies Housing and Neighborhood Development Service (HANDS) core values throughout the years.

Horan was selected by the awards committee because he not only met, but exceeded, the following criteria:

  • Advocacy for clients
  • Contributions to populations at risk
  • Impact on public socials issues/policy
  • Program creation
  • Innovative research
  • Quality of life for communities
  • Producing work of lasting impact
  • Acting with courage and verve
  • Demonstrating leadership and volunteerism
  • Creating opportunities for advocacy for clients
  • Serving as a role model for others in the community.

Horan was honored for his contributions at HANDS’ 45th Anniversary celebration at The Erie Art Museum on September 15.

Horan has served as executive director of the Erie Housing Authority since 1977. He also served as planning director of the City of Erie from 1972-1977, and as assistant director of the Erie Redevelopment Authority from 1968-1972.

Under his leadership, the Authority has obtained $100 million in federal funds for the modernization of more than 1,800 housing units for low-income families and the elderly.

According to the awards selection committee, he is a recognized leader in innovative resident service programs.

On behalf of the Authority, he has received 13 State and national awards for his resident service initiatives and innovative programs.
