The Department of Housing and Urban Development (HUD) is sending out its annual survey to Housing Authority residents until April 8, and urges residents to participate. "If you receive a survey, please take time to fill it out," said John E. Horan, director of the Erie Erie Housing Authority, to residents. "Your answers really do matter."
To all HACE residents:

The Resident Service and Satisfaction Survey is one of four ways that HUD’s Real Estate Assessment Center (REAC) will evaluate your housing agency’s performance through the Public Housing Assessment System (PHAS). The survey will measure your satisfaction and experience with your living conditions. Your household may be randomly selected to receive the survey. If you are selected, please take the time to complete it. Resident participation is essential to the survey’s success. Your opinion is very important to HUD and the Housing Authority.

What is the Resident Service and Satisfaction Survey?

It is a survey that is randomly sent to public housing residents on a yearly basis. It’s purpose is to find out how satisfied residents are with the living conditions at their property. The survey is part of HUD’s increased commitment to monitoring the performance of Housing Authorities. The survey is conducted by HUD’s Real Estate Assessment Center (REAC) and our performance is assessed through the Public Housing Assessment System (PHAS). PHAS evaluates the physical condition, financial health, management operations, and resident services. Residents will be surveyed between February 8 and April 8, 2008.

How is this survey different from other surveys?
Because resident satisfaction with their living conditions is important to HUD, the survey was developed so that the resident experience will be included in HUD’s annual evaluation of the Authority. The survey was developed with the help of resident leaders, Housing Agencies, and industry representatives.

Who will receive this survey?
All Public Housing residents nationwide will be included in the survey process; however, not all residents will actually receive a survey. Residents are chosen randomly using a computer program. If you do not receive a survey this year, you may in the future.

How will survey results be used?
HUD uses the overall results of the survey to help determine how well the Authority is doing in five areas: Maintenance and Repair, Services, Communication, Safety, and Development Appearance. The Survey is worth 10 out of 100 points the Authority may receive under PHAS. Resident answers make up a possible 5 points, while marketing the survey and follow-up actions taken by Authority management could equal another 5 possible points. Public Housing Authority management is expected to use information from the survey to help identify areas that need improvement within your development, and to develop a Follow-up Plan to address problems identified.

Will resident responses remain confidential and anonymous?
HUD is committed to ensuring that your answers will be kept confidential and anonymous. The Authority does not know who participates in the survey. Only the overall results of the survey will be shared with the Housing Authority. Housing Authority staff is not permitted to assist you in completing the survey, so if you need help, please call the REAC Customer Service Center at 1-888-245-4860.
