Dan Roessner, Executive Director
Dan was named Executive Director of the Housing Authority of the City of Erie on March 28, 2016. Prior to that he had been Deputy Director, having been appointed to that position on April 23, 2001. He had served as Executive Director of the Oil City Housing Authority from 1977 to 2001. He received his B.A. degree in Journalism from the University of Pittsburgh in 1970, and his M. Ed. Degree in Counseling Psychology from Gannon University in 1972.
Michael Fraley, Deputy Director
Mike was made Assistant Executive Director on March 3, 2016. He received a B.A. degree in Mental Health Counseling from Gannon College, now Gannon University, in 1977, and began his career as Assistant Director of the YWCA from 1978-1985. He served as the Assistant Director (1985-1989) and Executive Director (1989-1990) for Erie's Boys and Girls Clubs. He became Director of the Workforce Development Program for the Greater Erie Community Action Committee in 1994, and began his employment with HACE in 1999 as Resident Initiatives Coordinator.
Chuck Lepo, Controller
A lifelong resident of Erie, Chuck graduated from Academy High School in 1974. He received his degree in accounting from Edinboro University in 1982, and started work with the Authority as an intern that same year. Chuck became Controller for the Erie Housing Authority in 1986.
Darrin Kinander, Section 8 Coordinator and Tenant Selection Supervisor
Born in Warren, Pa., Darrin graduated from Warren Area High School and graduated from Edinboro University as an English major. He started with HACE in 2001, and on January 1, 2014, became Section 8 and Tenant Selection Coordinator. He is responsible for the intake of applications for public housing and monitoring housing turnover and inventory, and operations for the Section 8 Housing Choice Voucher program, which serves more than 1,000 families.
Vince Palermo, Maintenance Superintendent
Vince graduated from Strong Vincent High School in 1974 and worked in the construction business until he began his career with the Erie Housing Authority as a Laborer on November 14, 1983. He has worked in all aspects of the maintenance department from readying vacant apartments to contract negotiations and has worked throughout the authority in all areas, from family developments to high-rise buildings. He was appointed Maintenance Superintendent on October 20, 2006.
Lynette Burkhart, Assistant Section 8 and Tenant Selection Coordinator
Born in Erie, Lynette graduated from Villa Maria High School. A graduate of Gannon University where she majored in Management, she was contracted, in January 2010, through GECAC to be Section 8 Family Self-Sufficiency Program Coordinator. She was hired to do her job as a Housing Authority employee on February 22, 2013. In January 2014, she also assumed the duties of Assistant Section 8 and Tenant Selection Coordinator. She has completed the NAHRO Certified Specialist – Public Housing Manager Program as well as Gannon’s Leadership Erie Program.
Elizabeth attended Academy High School for three years and was in the first graduating class of Central High School in 1993. She earned a B.A. in Literature from Penn State Behrend in 2007. In April of 2009, she was hired as a clerk for The Housing Authority at the John Horan Garden Apartments, then shortly afterwards for the same position at Schmid Towers. She assumed the position of Manager at Schmid Towers in January of 2013.
Kim started her employment with the Authority in 1980 as a clerk in the Section 8 office. She was promoted to the position of Section 8 Coordinator in 1986, and assumed additional responsibilities as Tenant Selection Supervisor in 1995. In 2009, she became manager of Lake City Dwellings.
Maggie worked at the Vital Statistics Bureau in New Jersey as a Clerk Typist before coming to Erie in 1992. She began her career with the Erie Times-News in 1999 as a Typist and was promoted to Classified Sales Executive in 2003. After 11 years with the Erie Times-News she attended the Erie Business Center where she earned her certificate in Medical Coding & Billing, made the dean's list and graduated with honors. In 2010, she became a part of the Housing Authority of the City of Erie as a Clerk Typist and in March, 2013, was promoted to Manager for the John E. Horan Garden Apartments.
Cynthia was a public housing resident for 18 years, during which time she was active in the Tenant Council and served as Tenant Council President. She graduated from the first clerical Step-Up Program offered by the Erie Housing Authority and was hired in 1996 as a clerk-typist at Harbor Homes. After living in public housing, Cynthia purchased her home through Habitat for Humanity in 1998. Her home is one of the Oprah Winfrey Angel Network Homes. In 2000, Cynthia received her Public Housing Manager Certification. She was promoted to manager at Harbor Homes in December, 2007.
Kris was born and raised in Erie, and graduated from Academy High School in 1983. She attended Erie Business Center where she received her Associate Degree in Specialized Business in 1985. She began her career with the Erie Housing Authority as a Clerk-Typist I in 1989, and received her manager Certification from the National Association of Housing and Redevelopment Officials (NAHRO) in June, 1997. She was promoted to manager at Erie Heights in December, 2007.
Anna has an accounting degree from Mercyhurst College and a degree in education from Edinboro University of Pennsylvania. She began her career with the Erie Housing Authority 1995 as an accounting assistant. In 1997, she became a certified accountant. On February 1, 2010, she was promoted to manager of Friendship Apartments, East 11th and French streets.
Melvin Pasik of Baltimore has resided in Erie for the past 38 years. A resident of public housing and father of five, he graduated from the Housing Authority Step-up Program. He has 14 years of maintenance experience and is a home owner. Melvin attained the position of Acting Supervisor and in 2009 was promoted to Full Time Maintenance Supervisor for the Erie Heights Development. He coordinates the maintenance and staff for 400 units at Erie Heights, Pineview, Agnes Priscaro along with Curry/Schell Apartments.
Mike is a lifelong resident of Erie. He graduated from Strong Vincent High School in 1980 and began his career at the Erie Housing Authority on October 15, 1990, at the Franklin Terrace Apartments (now known as the John E. Horan garden Apartments). Mike prepared vacant units and ran work orders at all of the Authority developments during his 20 years of service. He was promoted to his current position as Maintenance Supervisor of the John E. Horan garden Apartments on February 5, 2010.
Dan Potalivo graduated from Cathedral Prep in 1995 and continued his education at Penn State University. Dan started his career in 2000 at Erie Heights as a laborer and has spent the last 10 years working at all of the Authority developments, running work orders, readying vacant units, and performing annual repairs. He was promoted to Supervisor of Harbor Homes in February 2011.
Section 8 Program Inspector
Joe began his employment with the Erie Housing Authority as a Laborer in the maintenance department in May 1984. In October 1987, Joe was promoted to the position of Acting Maintenance Supervisor, which he held until his appointment as Acting Section 8 Program Inspector in June 1994. In November 1995, Joe accepted the position of Section 8 Program Inspector, and is responsible for the annual inspection of over 1,000 Section 8 rental units for compliance with HUD Housing Quality Standards (HQS).
Illuminada began her career with the Erie Housing Authority while living at the Harbor Homes development. She graduated from the Authority’s Step-Up maintenance apprentice training program, and was hired as a laborer in the maintenance department in 1998. She was promoted to Maintenance Supervisor in 2005, and in 2011, became Modernization Inspector.
