John Horan, Executive Director

John Horan has served as Executive Director of the Housing Authority of the City of Erie since 1977. He also served as Planning Director for the City of Erie from 1972-1977, and served as Assistant Director of the Erie Redevelopment Authority from 1968-1972. Under his leadership, the Authority has obtained $100 million dollars in federal funds for the modernization of over 1,800 housing units for low-income families and elderly. John is a recognized leader in innovative resident service programs. On behalf of the Authority, he has received 13 State and national awards for his resident service initiatives and innovative programs.






Dan Roessner, Deputy Director

Dan was appointed Deputy Director of the Housing Authority of the City of Erie on April 23, 2001. He received his B.A. degree in Journalism from the University of Pittsburgh in 1970, and received his M. Ed. Degree in Counseling Psychology from Gannon University in 1972. Dan served as Executive Director of the Oil City Housing Authority from 1977 to 2001.








Chuck Lepo, Controller

A lifelong resident of Erie, Chuck graduated from Academy High School in 1974. He received his degree in accounting from Edinboro University in 1982, and started work with the Authority as an intern that same year. Chuck became Controller for the Erie Housing Authority in 1986.











Nealy Leach-Ruff, Section 8 Coordinator and Tenant Selection Supervisor

Nealy began her career with the Erie Housing Authority in 1971 as a clerk in the Tenant Selection Office. In 1995, she was promoted to Assistant Section 8 and Tenant Selection Coordinator. In 2009, she became Section 8 Coordinator and Tenant Selection Supervisor.
She is responsible for the initial intake of housing applications for all of the Authority's programs including the Section 8 Housing Voucher Program, which serves more than 1,000 families.






Michael Fraley, Resident Initiatives Coordinator

Mike received a B.A. degree in Mental Health Counseling from Gannon University in 1977, and began his career as Assistant Director of the YWCA from 1978-1985. He served as the Assistant Director (1985-1989) and Executive Director (1989-1990) for the Boys and Girls Club in Erie. He became Director of the Workforce Development Program for the Greater Erie Community Action Committee in 1994, and began his employment with HACE in 1999 as Resident Initiatives Coordinator.






Terry Ostrum, Purchasing Agent

Terry began her employment with the Housing Authority in 1983 as a Clerk Typist II, after attending Gannon University. She was promoted to work in the office of payroll and personnel in 1985, and became accounting assistant in 1989. In 1995, she became purchasing agent. Terry is responsible for the purchase of all materials and services required to maintain the 2,164 apartments and offices operated by the Erie Housing Authority as well as obtaining bids for insurance.






Vince Palermo, Maintenance Superintendent

Vince graduated from Strong Vincent High School in 1974 and worked in the construction business until he began his career with the Erie Housing Authority as a Laborer on November 14, 1983. He has worked in all aspects of the maintenance department from readying vacant apartments to contract negotiations and has worked throughout the authority in all areas, from family developments to high-rise buildings. He was appointed Maintenance Superintendent on October 20, 2006.






Darrin Kinander, Assistant Section 8 and Tenant Selection Coordinator

Born in Warren, Pa., Darrin graduated from Warren Area High School. A graduate of Edinboro University where he majored in English, Darrin had worked in the Section 8 and Tenant Selection Office since 2001. He recently received his professional accreditation from NAHRO as a Section 8 Housing Manager.









Managers




Joan Peterson

Joan has been employed by the Erie Housing Authority since 1981. She began her employment as Executive Secretary to John Horan, and became Manager of Schmid Towers in 1986. She earned a certificate in gerontology from Gannon University while employed with the Authority, and is a life-long resident of Erie.









Kim Preston

Kim started her employment with the Authority in 1980 as a clerk in the Section 8 office. She was promoted to the position of Section 8 Coordinator in 1986, and assumed additional responsibilities as Tenant Selection Supervisor in 1995. In 2009, she became manager of Lake City Dwellings.









Joanne Piskorski

Joanne is a graduate of St. Benedict Academy. She began her career with the Authority in 1983 as a clerk at the Franklin Terrace development. She attended Gannon University and the Polley Institute and obtained her real estate license in 2002. Joanne is the manager of the John E. Horan Garden Apartments and Bird Drive developments.









Cynthia Grayson

Cynthia was a public housing resident for 18 years, during which time she was active in the Tenant Council and served as Tenant Council President. She graduated from the first clerical Step-Up Program offered by the Erie Housing Authority and was hired in 1996 as a clerk-typist at Harbor Homes. After living in public housing, Cynthia purchased her home through Habitat for Humanity in 1998. Her home is one of the Oprah Winfrey Angel Network Homes. In 2000, Cynthia received her Public Housing Manager Certification. She was promoted to manager at Harbor Homes in December, 2007




Kris Bennett

Kris was born and raised in Erie, and graduated from Academy High Scholl in 1983. She attended Erie Business Center where she received her Associate Degree in Specialized Business in 1985. She began her career with the Erie Housing Authority as a Clerk-Typist I in 1989, and received her manager Certification from the National Association of Housing and Redevelopment Officials (NAHRO) in June, 1997. She was promoted to manager at Erie Heights in December, 2007.







Maintenance Supervisors



Sam Constantino

Sam ConstantinoSam graduated from Jamestown High School in Jamestown, N.Y. in 1952. He completed a carpenter apprentice program and became a journeyman carpenter and worked in this trade for most of his career. He served 2 years active duty and 4 years reserve duty in the U.S. Navy Seabees. Sam joined the Erie Housing Authority in June, 1983.







Ken Fetzner

Ken began his career with the Erie Housing Authority in 1988. He started work as a laborer and worked his way through the ranks of the maintenance department, having worked at each of the Authority’s housing developments. In 2002 he received his exterminating license and is the main exterminator for the Authority. He was promoted to Maintenance Supervisor in 2006 and is responsible for the maintenance department at the Lake City Dwellings development.





Illuminada Rivera

Illuminada began her career with the Erie Housing Authority while living at the Harbor Homes development. She graduated from the Authority’s Step-Up maintenance apprentice training program, and was hired as a laborer in the maintenance department in 1998. She was promoted to her current position of Maintenance Supervisor in 2005.










Section 8 Program Inspector




Joe Angelolotti

Joe began his employment with the Erie Housing Authority as a Laborer in the maintenance department in May 1984. In October 1987, Joe was promoted to the position of Acting Maintenance Supervisor, which he held until his appointment as Acting Section 8 Program Inspector in June 1994. In November 1995, Joe accepted the position of Section 8 Program Inspector, and is responsible for the annual inspection of over 1,000 Section 8 rental units for compliance with HUD Housing Quality Standards (HQS).
